Apni Chhat Apna Ghar is a Punjab Government housing program that gives interest-free loans of up to Rs 1.5 million to low-income families to build a house on their own small plot, or to add a room or floor to an existing house. The loan is repaid over seven years. The official portal was accepting new applications when we checked on 27 October 2026.

This guide explains the two loan types, the seven eligibility rules, the PMT score you need, how to apply online, the early repayment rebate and who to call. Everything comes from the official portal, acag.punjab.gov.pk, run by the Punjab Housing and Town Planning Agency with PITB.

Step-by-step method, checked on the official source

How to apply on the ACAG portal (apply karne ka tarika)

The application is online. Keep your CNIC, your PSER or NSER details, and your plot or house ownership papers ready, because the form asks about the property and the system checks your registry record. If you do not have internet access, a family member can apply for you on a phone, but the details must be yours.

  1. Open acag.punjab.gov.pk.
  2. Under New Application, choose “Apply for Construction of New House” or “Apply for Addition of New Floor/Room”.
  3. Register and fill in the form with your CNIC and plot or house details.
  4. After you apply, use Login to follow your application. Existing borrowers use the same login to request the second instalment or change loan category.

The portal also has a District Quota page, because each district has its own share of loans.

The two loan types and the loan terms

The portal offers two options under “New Application”. Apni Chhat Apna Ghar is for building a new house on a plot you already own. Apni Chhat Mehfooz Chhat is for adding a new room or floor to a house you already own. Both use the same eligibility rules and the same portal, and you choose one at the start of the form.

The official “About Programme” page sets the loan terms. The maximum loan is Rs 1.5 million. The tenure is seven years with easy monthly instalments, and there is no interest. The money is released in tranches, so you receive it in parts as construction moves ahead rather than all at once; existing borrowers use their login to request the second instalment. The Punjab Government also pays the operating costs and sales tax. The program works as a revolving fund, which means the instalments you repay are lent again to new families.

Apni Chhat Apna Ghar eligibility criteria and requirements

These are the seven rules on the official Eligibility Criteria page. The table marks which rules apply to which loan type with tick icons. In practice, rule 3 (owning a plot) fits a new house and rule 4 (owning a house) fits a new room or floor, but check the table for your case.

  1. You live in Punjab (Punjab CNIC holder).
  2. Your family is registered in the NSER or PSER with a PMT score of 60 or less.
  3. You are the sole owner and possessor of a plot of up to 5 marla in a city or 10 marla in a village.
  4. Or, you own a built house of up to 5 marla (urban) or 10 marla (rural).
  5. You are 21 to 60 years old on the day you apply.
  6. You have no criminal record.
  7. You are not a loan defaulter.

Rule 2 stops many families. If you are not sure of your PMT score, or your survey was done years ago, start with our PSER registration guide before you apply.

Progress so far and the early repayment rebate

The portal’s home page showed these official totals on 27 October 2026: 223,478 loans disbursed, PKR 290,921.2 million paid out, 127,237 houses completed and 60,565 under construction. These numbers show that the program is active at a large scale, so applications are processed and money does reach families.

The portal also announces an early payment rebate. If you pay off the full outstanding loan early, you get a discount on the remaining principal: a 20% rebate if you repay within one to three years, and a 10% rebate if you repay within four to six years. For a family that receives money later, for example from a harvest or from work abroad, paying early can save a large amount. Ask the helpline for the exact rebate on your loan before you pay.

Who runs the program and how to contact them

The Punjab Housing and Town Planning Agency (PHATA) runs the program, and the Housing, Urban Development and Public Health Engineering Department is the administrative department. The wider program aims for 100,000 affordable homes through three models: housing on state land built by developers, a share of low-cost houses in private housing schemes with a government subsidy, and the interest-free loans that families apply for directly. This guide covers the loan, because it is the part individual families can apply for online.
