BISP Kafaalat (Benazir Kafaalat Programme) is the federal government’s main cash support for the poorest families in Pakistan, including Punjab. A woman in each eligible household receives a quarterly payment, after biometric verification. Families are chosen through the NSER survey and a PMT score, and anyone can check eligibility by CNIC on the 8171 web portal, which was working when we checked on 27 October 2026.

Step-by-step method, checked on the official source

How to check eligibility on 8171 and register

  1. Open 8171.bisp.gov.pk (the page is in Urdu).
  2. Type the 13-digit CNIC of the woman of the household, without dashes.
  3. Type the captcha code shown in the image and submit.
  4. Read the result. If the household is not surveyed or the data is old, visit your nearest BISP tehsil office for the NSER survey.

Eligibility criteria: which women qualify for Kafaalat

BISP scores every surveyed household from 0 to 100 using a Proxy Means Test (PMT) based on the NSER survey; a lower score means a poorer family. The Kafaalat page gives a cut-off of 32, and 37 for families with a differently abled person. Transgender persons with a CNIC marked as transgender can apply after a survey at a BISP tehsil centre, with a relaxed cut-off. The BISP Board sets the cut-off based on available funds, so it can change.

Payment amount

The amount has risen over the years. BISP announced that the quarterly instalment would increase from Rs 10,500 to Rs 13,500 from January 2025. The programme’s main page still shows an older Rs 8,500, which appears out of date. Because figures change, confirm the current amount on BISP’s latest notice or the helpline listed below. Payment is collected through partner banks (HBL in Punjab) after fingerprint verification.

Avoid BISP fraud

BISP fraud is common. Real BISP messages come from the short code 8171 only. Never pay anyone to “register” you, never share an OTP, and never let an agent keep part of your payment. If someone at a payment point deducts money, report it on the BISP helpline or at the BISP tehsil office.

Children of Kafaalat families can get school stipends under Benazir Taleemi Wazaif. Punjab also runs its own household registry, used by its welfare programs: see PSER registration.
