PSER registration in Punjab: how to register and why schemes ask for it
The household survey Punjab uses to decide who gets welfare help. Housing and other programs check it before they approve you.

PSER registration puts your household on the Punjab Socio-Economic Registry, the survey the Punjab Government uses to decide who qualifies for welfare help. Some programs, like the Apni Chhat Apna Ghar housing loan, will not accept you without it. Registration is free and ongoing, through centres across the province.
This guide explains what PSER is, how the PMT score works, where to register, every part of the form and which schemes check your record. It is based on the official Punjab Portal page, checked on 27 October 2026.

Where and how to register for PSER (registration kaise karein)
The official page says to visit one of the 5,000 centres set up across the province to register. It also describes an online “new application” form where you first register yourself and then fill in the household details. The official PSER website, pser.punjab.gov.pk, explains that the registry is built through a door-to-door survey by trained teams using digital tools, so your household can also be registered when a survey team visits.
Your local union council office can tell you which centre is nearest. Go with the head of the family, because the form starts with the head of household’s name and CNIC, and take the documents listed in the tips below. Registration is free: the official page does not mention any fee, so do not pay anyone at or outside the centre to register you or to speed it up.

PSER problems and fixes
| Problem | What to do |
|---|---|
| Family situation changed after the survey, such as job loss, illness or a new child | Ask at a registration centre how to update your record, because programs read your current record. |
| Someone asks for money to register you | Registration is free. Refuse and report it. |

What is the Punjab Socio-Economic Registry?
The Punjab Portal describes PSER as a program to empower the underprivileged people of Punjab through a province-wide “prosperity survey”. In plain words, you give the government an honest picture of your family’s money, home and belongings. Programs then use that record to decide who is poor enough to qualify, instead of each department running its own survey.
The decision usually rests on a number called the PMT score, short for proxy means test. It is worked out from your answers, especially the questions about assets, and a lower score usually means a poorer household. For example, Apni Chhat Apna Ghar accepts families with a PMT score of 60 or less. You cannot set your own score, and nobody can change it for money.
What the PSER form asks
From the official Punjab Portal description, have these details ready for every member of the household. The form starts with a declaration that everything you say is true.
- Head of family: name and CNIC, gender and date of birth.
- Health: any disability or long-term illness, and its type.
- Education: whether each person can read a simple sentence, highest class passed, or the reason for not going to school.
- Work and income: last month’s income, main source of income and type of job; bank name and account number if you have one.
- Contact: two mobile numbers and their networks.
- Address: current and permanent address, union council, city or village, urban or rural.
- Assets: whether you own your home, wall and roof material, rooms and members, cooking fuel, toilet, drinking water, electricity, livestock, farm land and vehicles.
- Farming: if you own farm land, the type of cultivation and land size.
The asset questions matter most. The official page says they “mostly decide your eligibility”.
Which Punjab schemes use PSER
We list a scheme here only after we see PSER in its official rules. So far, the clearest case is Apni Chhat Apna Ghar, the housing loan of up to Rs 1.5 million, whose eligibility page requires registration in the NSER or PSER with a PMT score of 60 or less. Other Punjab welfare programs may also use the registry behind the scenes, but unless their official page says so, we do not claim it. If you are applying for any welfare help and are asked for a PMT score, PSER (or the federal NSER) is where that score comes from. Keeping your record accurate and up to date is the single most useful thing a low-income family can do before applying for anything else.
Practical tips before you go
A little preparation saves a second trip. Take the original CNICs of all adults and the B-Forms of children, and write down every member’s date of birth. Give the same mobile number you use for other government programs, so SMS messages reach you, and make sure the SIM is registered in a family member’s name. If you have a bank account, carry the bank name and account number. Answer the asset questions honestly; the form opens with a declaration that your answers are true, and a wrong answer can cancel help later. Keep any slip or reference number you are given. Families who own a motorbike may also want to read about the petrol subsidy, and farming families about the Green Tractor scheme.
Questions about PSER
What is PSER in Punjab?
PSER is the Punjab Socio-Economic Registry, a household survey run by the Punjab Government to record each family’s income, assets and living conditions, so that welfare programs can see who needs help.
Is PSER the same as BISP 8171?
No. BISP and its 8171 portal are federal. PSER is Punjab’s own registry. Some Punjab programs, such as Apni Chhat Apna Ghar, accept either the national registry (NSER) or PSER.
Does PSER registration cost money?
The official page does not mention any fee. Do not pay anyone to “register” you or to change your score.
Should I tell the truth about my assets?
Yes. The form starts with a declaration that all details are true, and wrong information can make you lose benefits later.
