Honhaar Scholarship eligibility criteria: who can apply in Phase 4?

Phase IV is open to two groups. The first group is new students starting a degree in Fall 2026: you need a Punjab domicile, you must be in the 1st semester or 1st year of a selected subject at a selected university or college, and your monthly family income must be under Rs 350,000 for public sector institutions or under Rs 500,000 for partner federal and private universities. First-year MBBS and BDS students admitted in 2026 can also apply.

The second group is continuing students in their 2nd semester or year onwards, but only at public sector universities, public medical and dental colleges and HED colleges. They need a Punjab domicile, a selected subject and a monthly family income under Rs 350,000. There is no age limit and the scholarship is open to all genders. The portal says income must be shown through an affidavit on e-stamp paper, explained below.

Minimum marks for Honhaar Scholarship

New students are judged on their Intermediate (FSc, FA or equivalent) percentage, and continuing students on their latest CGPA or annual exam percentage. The bar is higher for medicine and lower for HED colleges and arts subjects. The portal also shows “Matric 30%, Intermediate 70%” under the first-year table, which appears to be the weight each exam carries in the merit calculation, although the portal does not explain it further. Meeting the minimum does not guarantee a scholarship, because selection is competitive within the number of awards available.

Institution (Fall 2026, 1st year)SciencesArts
Public sector universities and colleges70% or more65% or more
MBBS / BDS at public medical and dental colleges80% or moreNot applicable
Federal and private universities70% or more65% or more
HED colleges65% or more60% or more

For students in the 2nd semester or later, the minimum is 70% (sciences) or 65% (arts) at public universities and colleges, and 60% for MBBS and BDS at public medical and dental colleges.

Which subjects are covered?

The portal lists 70 selected disciplines, and only students in these subjects can apply. The list is broad: computer science and artificial intelligence, cyber security, data science, robotics and space sciences; engineering programs; MBBS, BDS, nursing, pharmacy and allied health; business administration, banking and finance, commerce and economics; law, psychology, mass communication and education; the natural sciences such as physics, chemistry, mathematics and statistics; agriculture, veterinary and environmental sciences; languages including English, Urdu, Punjabi, Arabic and Persian; and many technology programs such as textile, electrical, civil, mechanical and solar technology. Check the exact list on the official disciplines page and the list of selected institutes. If your program is not listed, the official FAQ explains what to do; do not apply under a different subject.

Documents required and the Honhaar affidavit

The official FAQ lists the uploads you need: your CNIC front and back, your Matric or O-Level equivalence certificate, your Intermediate or A-Level equivalence certificate, your Punjab domicile certificate, and a family income affidavit. All uploads must be clear, complete and accurate, because your institution’s focal person checks them against your records.

The affidavit is where most students get stuck. It must be on e-stamp paper worth at least Rs 50, and it must follow the current sample on the portal: look for the “Download Sample Affidavit” link in the eligibility section. Copy its wording exactly, sign it and have it attested as the sample requires. Do not use an old sample shared in a WhatsApp group, because the wording may have changed since earlier phases. If your domicile certificate is still being processed, read the official FAQ on that case before you apply.

How students are selected and what the scholarship pays

Selection is purely on merit. After you submit, your institution’s focal person checks your details and documents. If they reject the application because of wrong information, the official FAQ explains how to respond, and the portal and your email will show the outcome. Final awards depend on meeting every rule, passing verification and the number of scholarships available, so meeting the minimum marks alone does not guarantee an award.

The scholarship pays only the prescribed tuition fee, for the length of your degree as long as you keep meeting the rules. It does not pay for hostel, food, transport or books. You also cannot hold it together with another government fee waiver or scholarship, and you must declare any help you already receive. Because selected students are told by email, use an address you check often and look in your spam folder.

Honhaar pays your fee, but it does not give you a device. University students who applied for the CM Punjab Laptop Program should follow its Phase II distribution, now taking place division by division. Brothers and sisters in Class 9 at a government school may qualify for a free Chromebook and internet device under the federal PM Laptop Scheme, which is open now. After your degree, the CM IT Internship Program offers paid placements for unemployed graduates in IT and business subjects. Each guide shows its official link and the date we checked it.
