The Parwaaz Card (also written Parwaz Card), officially the Maryam Nawaz Hunarmand Naujawan Parwaaz Card, gives Punjab residents an interest-free loan to pay the costs of going abroad for a job: visa, medical, Protectorate fee, air ticket, skill test and the recruiting agent’s (OEP) fee. It is run by the Punjab Skills Development Fund (PSDF). The Apply Loan option was live on parwaaz.psdf.org.pk when we checked on 27 October 2026.

How to apply: Parwaaz Card online registration
- Open parwaaz.psdf.org.pk and choose Register as Applicant.
- Under Job Holder, click Apply Loan and enter your job offer details.
- Upload the documents the form asks for, including your CNIC and offer letter.
- Follow your application online; the portal describes the process as fully digital.
- After departure, repay the loan in easy monthly instalments.

Avoid fraud: a genuine overseas job does not need you to pay a “Parwaaz Card agent”. Use only the PSDF portal, check that your recruiting agency is a licensed OEP, and never pay anyone to “speed up” the loan.

Parwaaz Card eligibility criteria and requirements
The Punjab Portal lists six conditions. All must be met:
- Aged 18 or older, with a valid CNIC.
- A resident of Punjab.
- Male or female.
- A job offer letter from an international employer.
- The offered salary is below SAR 5,000 a month.
The card is aimed at unskilled, semi-skilled and skilled workers whose pay abroad is modest, because they are the ones most likely to borrow at high interest from agents to pay departure costs.
Job holder, job seeker or OEP
The portal has three doors. Job Holder is for people who already have an overseas offer and want the loan. Job Seeker is for people still looking; you can browse overseas jobs posted by registered Overseas Employment Promoters and, once you secure an offer, switch to Job Holder. OEP is for licensed recruiting agencies that want to register with the scheme. If an agent is not registered on the portal, be careful.

Is there a salary limit?
Yes. The job offer must be for a salary below SAR 5,000 a month, according to the Punjab Portal.
Can women apply for the Parwaaz Card?
Yes. The scheme is open to both men and women aged 18 or older who live in Punjab.
